Leonard Harapiak, Chair

Leonard HarapiakLeonard Harapiak is the former Director of Winnipeg Technical College, a public entity that focused on preparing secondary and post-secondary learners for transitioning to the workplace.  Prior to this educational role he served as a classroom teacher and Principal of Swan Valley Regional Secondary School.  A search for new challenges led to self-employment in 1981, as the owner-operator of a mixed farming operation. He still maintains ownership of this farming operation.

He served as the MLA for Swan River (1986 – 1988).  During this period he also served as Minister of Natural Resources and Minister of Agriculture.  This experience was followed by a period of employment in the private sector with a metal fabricating firm in Winnipeg prior to joining the staff at Winnipeg Technical College.

Leonard is currently the Chair of the Manitoba Apprenticeship and Trades Qualifications Board.  In this capacity he is also a member of the Canadian Apprenticeship Forum and he represents the Interprovincial Alliance of Board Chairs on the Research Committee of the Canadian Council of Directors of Apprenticeship.

Bob Dolyniuk

Bob DolyniukBob Dolyniuk has been associated with the transportation industry for approximately thirty-five years. During this time he has held various positions within the industry ranging in scope from front line to senior managerial positions. He has worked for national and international LTL and TL carriers in operational, administrative and risk management capacities. This has provided him with a broad, carrier-based perspective of the trucking industry.

Bob has been actively involved with the Manitoba Trucking Association since 1980. He has served on numerous committees, the Board of Directors and has held executive positions within the association, including the position of President from 1994 to 1996.

He has served as a member of the Board of Directors of the Canadian Trucking Alliance since 1994 and currently is on its Executive Committee. Bob currently serves as a member of the Canadian Trucking Human Resource Council’s Board of Directors and is the Vice-Chairman.

Bob also sits on the Manitoba Employers’ Task Force on Workplace Safety and WCB, the Manitoba Employers’ Council, the Winnipeg Chamber of Commerce Board of Directors, and the Board of Directors and Executive Committee of the Infrastructure Council of Manitoba.

Most recently Bob co-chaired the Manitoba Biodiesel Advisory Council.

Bob also serves on a number of Canadian Council of Motor Transport Administrators and Transportation Association of Canada working groups and task forces. He is also a member of the Industry Review Committee under the Food Safety and Quality Programs Division, Agriculture and Agri-Food Canada

He is currently General Manager of the Manitoba Trucking Association and a Regional Vice-president of the Canadian Trucking Alliance.

Darlene Dziewit

Darlene DziewitDarlene Dziewit is the President of the Manitoba Federation of Labour, a position she has held since September 2004. She has been a long time member of the MFL Executive Council.

Prior to becoming President of the MFL, Darlene worked for 27 years as a Union Representative for UFCW Local 832, 17 of which she spent as a full time negotiator. Darlene was also a founding member of the UFCW Women’s Network, where she served as International Chairperson from 1999 until 2004.

Darlene Dziewit is a member of the Canadian Labour Congress Executive Council. She chairs the Labour Caucus of Manitoba’s Labour Management Review Committee. Darlene is currently the chairperson of the Manitoba Gaming Control Commission.

Ronald Hambley

Ronald HambleyRonald Hambley is the Executive Vice President and Chief Operating Officer of the Winnipeg Construction Association. Formed in 1904, the WCA is the largest construction association in Manitoba and represents the industrial, commercial, and institutional contractors, suppliers and manufacturers. The Association has over 520 member companies and provides construction information, advocacy and educational opportunities for its membership.

Mr. Hambley has been working in the association management field for 19 years working with various business and construction groups in Manitoba and has worked with WCA since 2000. Born in Thompson, he received his Masters in City Planning (MCP) from the University of Manitoba, a Certificate in Economic Development from the University of Waterloo, and his undergraduate degree (BA) from the University of Winnipeg. Ron also sits as Board member of the Workers Compensation Board of Manitoba.

Tom Goodman

Tom GoodmanTom Goodman is the Vice President of Technical Services and Human Resources with HudBay Minerals Inc. (HudBay).

With its corporate head office located in Winnipeg, HudBay is an integrated mining company with over 1500 employees operating mines, concentrators and a metal production facility in Northern Manitoba and Saskatchewan, as well as operations in Ontario, Michigan and New York State.

Mr. Goodman is a graduate of the British Columbia Institute of Technology in Chemical and Metallurgical Engineering Technology.  He has over 30 years’ experience in the mining and metals industry in Canada and Africa in technical, operating and executive roles.

Mr. Goodman serves as a member of the Governing Council of University College of the North and is a director of The Flin Flon and District Chamber of Commerce.

Kathy Knight

Kathy KnightICTAM hired Kathy as its full-time Executive Director in December 2004. As a young industry driven association, her task was to work with the Board of Directors and the Manitoba ICT sector to grow the organization into a relevant and responsive organization. Driving programming, advocacy and training initiatives, she has enabled ICTAM to build its membership by 345% since 2005. New projects that focus strategies on creating capacity and human capital development will further the association’s value proposition to its competitive-minded companies. ICTAM’s vision is to increase global recognition for Manitoba as a key source for ICT in the world marketplace.

Prior to joining ICTAM, Kathy was a successful independent marketing consultant with a clients ranging from information technology, education and training, and entertainment. She was instrumental in the design and implementation of Manitoba’s first-ever post-secondary training programs in digital animation, game development and new media. Her interest in the growth of Manitoba’s game industry continues as she contributes her knowledge and expertise as a member of the Fortune Cat Games Studio Board of Directors. She is also an active volunteer with Manitoba Opera and works with them in the area of audience development.

Ron Koslowsky, CHRP

Ron KoslwoskyRon is a senior business leader with over 25 years of experience in progressively responsible positions, mainly in manufacturing. He has a significant degree of knowledge and familiarity with people and organizational effectiveness.

As the Vice President - Human Resources executive within a large manufacturer, Ron led in the organization through a period of tremendous growth from 500 employees to over 5,000. During that time, he oversaw the development of all human resources functions and services necessary to grow and sustain an organization of that size. Ron served on the executive committee, managed a corporate human resource department of over 20 staff, and was involved in a variety of organizational initiatives including a major quality service initiative and a management development program.

Ron has contributed to the community through his board membership at Crosstown Civic Credit Union and at Canadian Manufacturers & Exporters Association (CME), including a term as board chair in Manitoba and several terms on the National board. He has also served on the Workers Compensation Board (Manitoba) and currently serves as a part time Appeal Commissioner. Other contributions include participation on a number of community groups including the Premier’s Economic Advisory Council – Natural Resources Task group, Windsor Park Career Internship program, and others.

Ron was recently appointed Vice President to lead CME Manitoba after several years of leading the Advanced Manufacturing Initiative in Manitoba designed to improve the level of productivity in the manufacturing sector.

Ron holds the professional designation of Certified Human Resource Professional (CHRP) and graduated (Business Administration) with honours from Red River College. He is married, has 4 children (3 married), 3 grandchildren, and still plays floor hockey with the young guys.

David Martin

David MartinDavid Martin is the Executive Director of both the Manitoba Building and Construction Trades Council and the Allied Hydro Council of Manitoba. These councils represent over five thousand construction and related trade workers in the province of Manitoba.

Mr. Martin is presently a member on several provincial labour committees, advising on work place safety issues and employment standards legislation. He has recently completed his six year term as a board member on the Manitoba Apprenticeship and Trade Qualification Board. David presently chairs the Provincial Building Trades Councils of Canada and is a Board member of the Canadian Construction Sector Council. He is also the co-chair of the Manitoba Labour Market Information Committee.

David’s career began as a Sheet Metal Worker apprentice in the construction industry, followed by several years as an educator, labour leader and association director. He is a certified Red Seal Journeyman and a certified adult educator for the province of Manitoba.

Curtis Nordman

Curtis Nordman

  • Retired educator with 30 years experience in colleges/universities and government
  • Academic background: degrees from the universities of Winnipeg, Dalhousie and Oxford
  • 5 years of teaching in the BC college-system
  • 5 years as Director of Intergovernmental Relations, Manitoba Education – responsible for the negotiation and administration of the Canada-Manitoba Training Agreement which governed $24M in federal training purchases [$6M in apprenticeship training]
  • 10 years as Dean of Continuing Education at the University of Winnipeg during which time I founded the Centre for Learning Technologies
  • Returned to Government in 2000 to head up the College Expansion Initiative which created over 70 new/expanded programs designed to widen the programmatic base of the system. It also supported the development of new significant facilities, e.g. RRC’s Princess Street Campus, the Stevenson Aviation facility, etc. 2003 assumed additional responsibility for Student Financial Assistance. Retired 2006 as Secretary to the Council on Post-Secondary Education

Don Robertson

Don RobertsonDon Robertson is a Cree from Norway House. He retired as the Executive Director for the Manitoba First Nations Education Resource Centre. He received his education at Cook Christian Training School, Phoenix Junior College in Arizona and at Union College in British Columbia where he was ordained as United Church Minister. His subsequent theological training concentrated on clinical counselling at Brandon General Hospital and the Calgary Pastoral Institute. He served Pastorates in Melita and Russell, Manitoba. He received an honourary doctorate from Brandon University in 1992.

In the field of Education he was Education Superintendent of the Manitoba Indian Education Association and was previously employed by Brandon University as: Counsellor/Coordinator of IMPACTE (Indian-Metis Project for Action in Careers Through Teacher Education): Director of IMPACTE: Director of BUNTEP (Brandon University Northern Teacher Education Project): Coordinator of Community and Program Liaison for Special Projects. For the Province of Manitoba, Department of Education, he was Coordinator of Program Support Services and Education for the Core Area Training and Employment Agency. He was also Director of Education for the Island Lake Tribal Council.

Before coming to Manitoba First Nations Education Resource Centre, he was Dean of Aboriginal Education and Institutional Diversity at Red River Community College.

Joyce Sobering

Joyce SoberingJoyce and her husband Don have owned and operated their family business, Sobering Auto Electric Ltd. for over 35 years. Apprenticeship has always played a key role in the operation of their business. Through the years, Joyce has been involved in many aspects of the apprenticeship system. In addition to employing apprentices Joyce has been:

  • Member of the Provincial Trade Advisory Committee for Automotive Mechanical Technicians
  • Member of the Apprenticeship and Trades Qualification Board
  • Member of the Board Committee on review of and drafting the Apprenticeship and Trades Qualification Act
  • Chair of the Apprenticeship and Trades Qualification Board
  • Founding member as Manitoba’s representative of the Canadian Apprenticeship Forum
  • Vice Chair of the Canadian Apprenticeship Forum
  • Current Chair of the Apprenticeship and Trades Qualification Appeal Board
  • Current member of the Provincial Scholarship selection committee

Joyce has been involved in developing materials and training Not for Profit Organizations in the many facets of operating a community organization at the City, Provincial and Federal levels.

She has served as President and Executive member of several community and business organizations. She is also the present Chair of the Red River Exhibition Foundation Inc. whose mission is to receive and disburse funds to assist Manitobans and enable them to build for the future. The majority of the scholarships presented annually are to apprentices pursuing their Red Seal Certification.

Jeff Zabudsky

Jeff ZabudskyJeff Zabudsky is the President of Red River College in Winnipeg, Manitoba. Jeff has worked as an administrator in Canada’s post-secondary system and in educational broadcasting for over twenty years. He has previously served as Vice-President, Academic at Sault College in Sault Ste. Marie, Ontario; Dean of Technology and Curriculum Innovation at the Northern Alberta Institute of Technology in Edmonton, Alberta; and Distance Education Specialist at the Nova Scotia Agricultural College in Truro, Nova Scotia. Prior to that, he was a television and radio journalist in Toronto, Ontario.

Jeff is currently Chair of the Manitoba Chambers of Commerce Board of Directors; Co-Chair of the Universities and Colleges Division on the United Way of Winnipeg Campaign Cabinet; and a member of the board of Winnipeg Harvest. He has also served on the board of the Association of Canadian Community Colleges and as President of the Canadian Association for Distance Education.

Jeff holds a Masters Degree in Distance Education from Athabasca University and a Bachelor of Applied Arts Degree in Broadcast Journalism from Ryerson. He is currently a Ph.D. candidate in Educational Administration and Leadership at the University of Alberta.
